Rabbi Fingerer says that in order to be happy a human being needs structure.

Without traffic laws, casualties and deaths would litter the highways. Nobody looks at traffic regulations as disadvantageous or non-pleasurable, because even a driver who might love to zoom his car beyond the speed limit appreciates that traffic regulations save lives. “Red lights” don’t encroach on personal freedom; they keep the traffic flowing and prevent mayhem. They insure that everyone gets to his destination safely. When seatbelts were first devised, most people opted not to wear them. They felt that seat belts were restrictive. Studies soon proved that seatbelts could save both drivers and passengers from serious injury and death. Now most people appreciate being held in by a seat belt.

Similarly, the Creator knew that in order for humans to be constantly happy, they needed structure and regulation. That’s why God gave humans the Torah. Without such moral structure, human life would be mayhem.
